II. NATIONAL LEGISLATIVE DRAFTING COMPETITION 2020

Drafting legislation is an extremely onerous task and requires proficiency. It is usually difficult to express with exact precision anything that may be easily conceivable by the mind. This is the skill of a legislation drafter who is expected to pen down every word with the exactness to create a nexus between the legislation and the intention behind it. Like goldsmiths, drafters have to give the most accurate shape to the statutes by the appropriate arrangement of words and punctuations. Even a great policy can turn out to be a bad law because of ambiguity or incorrect placement of words. Therefore, presence of mind is the key to successful legislation.

Implementation of Two-Child Policy

Population, in India, has augmented drastically in the 70 years of independence and population is a big impediment in the development of a nation. To curb the population, the government is planning to adopt a two-child policy, according to which spouses with more than two children will not be allowed to serve in the government. The policy is extremely vital and the government also needs to ensure that personal liberty and fundamental rights of the people are not curtailed by this policy vis-à-vis amending the Constitution to implement this policy.

Note: Separate legislation needs to be drawn to implement this amendment. For example, Indian Population Regulation Bill, 2020
