The National Law University and Judicial Academy, Assam (NLUJAA) has been established by the Government of Assam by way of enactment of the National Law School and Judicial Academy, Assam Act, 2009. The Hon’ble Chief Justice of Gauhati High Court is the Chancellor of the University. NLUJAA promotes and makes available modern legal education and research facilities to students and scholars drawn from across the country, including the North East, coming from different socio-economic, ethnic, religious and cultural backgrounds.

About The Indian School of Public Policy
The Indian School of Public Policy (ISPP), heralded as a trailblazer in public policy education, was formally inaugurated on October 23, 2018, at the Constitution Club of India, New Delhi. The institution is dedicated to cultivating a new echelon of policy leaders with a vision to navigate the complexities of a rapidly changing world. The mission is clear — to create a vibrant and diverse community of scholars and public policy practitioners committed to shaping the destiny of India and the region. Having orchestrated five cohorts of its flagship PDM programme, positively impacting 219 scholars, and navigating four cohorts of the Lokneeti programme, empowering 222 scholars with crucial insights into public policy intricacies, ISPP takes pride in the achievements of its alumni. These accomplished individuals are making significant contributions across diverse sectors, with ISPP graduates now serving in prominent roles within government, NGOs, think tanks, industry bodies, academia, and public institutions. ISPP’s impact extends beyond its academic programs, with 490 executives and bureaucrats trained in corporate and government institutions.
About the CLPPG and NSS Unit NLUJA
Established in October 1 of 2021, the Centre for Law, Public Policy and Governance is meant to function as inhouse research forum under the umbrella of National Law University and Judicial Academy, Assam, with the following agenda:
- Capacity-building programmes
- Conduct of relevant academic events
- Cross-disciplinary policy research projects
- Academic publications, e.g., edited book, monograph series, etc.
- Last yet not least, running short-term courses on law and policy studies, governance, etc
The NSS Unit of NLUJA is credited with organization of the 1st edition of the Vichaar competition and is the organizing partner for this edition as well. The NSS Unit seeks to encourage the youth towards coming up with innovative solutions for the community through Vichaar.
Vichaar-Policy Drafting Competition
In the dynamic landscape of governance, policy formulation plays a pivotal role in shaping the socio-economic and political fabric of a nation. Recognizing the significance of fostering innovative thinking and encouraging informed policy-making, the Centre for Law, Public Policy and Governance (CLPPG), National Law University and Judicial Academy, Assam (NLUJAA), in collaboration with the, The Indian School of Public Policy, presents “Vichaar” – a prestigious Policy Drafting Competition.
The primary objective of Vichaar is to provide a platform for young minds to delve into the intricate realm of policy formulation. The competition aims to nurture a culture of critical thinking, research, and creativity among participants, fostering a deeper understanding of the complexities involved in crafting effective and sustainable public policies, and to encourage participants from diverse academic backgrounds, including law, public policy, economics, and social sciences, to collaborate and bring forth comprehensive policy solutions.
The competition focuses on contemporary issues, providing participants with the opportunity to address pressing challenges faced by society. This ensures the practical applicability of the proposed policies.
Participants will have access to mentorship from experts in law, public policy, and governance throughout the competition, enhancing the quality and depth of their policy proposals.
Participation Guidelines

- The Policy Drafting competition is open for all the students, academicians, lawyers and all others who wish to contribute in policy making.
- The entire competition shall be conducted in online mode. Participants can participate either as single participant or in teams of two.The participants are required to register for the said competition, through the G-Link provided.
- The competition consists of two rounds, abstract submission and full paper submission.
- After registrations are closed, participants shall be provided with an orientation session on policy drafting by the organisers.
Theme for Policy
“India’s goal to 10 trillion Economy”
Participants can prepare a policy draft on one or more of the following sub-themes. The sub-themes are not exhaustive.
Urbanization for Economic Growth:
Devise policy frameworks for smart urbanization to catalyse economic growth. Explore solutions for sustainable urban development, efficient infrastructure, and inclusive planning that can contribute to the overall economic expansion.
Healthcare Innovation for Economic Productivity:
Propose policies that leverage healthcare innovation to enhance economic productivity. Focus on preventive healthcare measures, technology adoption in healthcare delivery, and strategies to build a healthier and more productive workforce.
Harnessing the Demographic Dividend:
Design policies to optimize the demographic dividend through targeted skill development programs and employment initiatives. Address challenges related to education, vocational training, and job creation for the youth population.
Gender Inequality in Economic Participation:
Develop strategies to eradicate gender-based occupational segregation. Introduce policies that promote equal representation of women in leadership roles, eliminate wage gaps, and create a supportive environment for work-life balance to enhance overall workforce productivity.
Global Semiconductor Supply Chain in India
1a) Formulate policies to strengthen India’s position in the global semiconductor supply chain. Address challenges related to research and development, infrastructure, and international collaborations to boost India’s competitiveness in semiconductor manufacturing.

1b) Devise policies to create semiconductor manufacturing hubs in India by offering targeted incentives, streamlining regulatory processes, and facilitating international partnerships. Enhance the research and development ecosystem to position India as a global leader in semiconductor production.
2) Formulate policies that establish a roadmap for a hybrid energy ecosystem, combining electric and hydrogen technologies based on specific sector needs. Consider economic viability, environmental impact, and technological advancements for a sustainable and adaptive energy strategy.
Revitalizing MSMEs for Inclusive Growth:
Craft policies that leverage digital technologies to empower MSMEs, focusing on e-commerce integration, digital marketing, and access to online financing. Strengthen the digital infrastructure to enable MSMEs to compete in the global market.
Boosting Exports for Economic Expansion:
Develop a policy framework to diversify export markets for Indian goods and services. Identify emerging markets, address trade barriers, and promote cultural diplomacy to increase India’s global export footprint.
Submission Guidelines Overview
Team Composition
For the competition, teams, comprising a minimum of 1 and a maximum of 4 members, are invited to submit a policy draft.
Policy Brief/Research Article Submission
The teams are required to submit a comprehensive policy between 3000 and 3500 words, adhering to specific formatting guidelines. This includes using 12-point New Roman font, maintaining a 1-inch margin from each side, and ensuring proper borders. The document structure should incorporate acknowledgments, a well-referenced bibliography, and citations following the APA style.
Evaluation Criteria for Final Document
The final document evaluation encompasses multiple aspects. The policy’s relevance to a significant public policy issue holds a 25% weightage, while the innovation and creativity of the proposed solution contribute 20%. Practicality and feasibility account for another 20%, followed by research rigor at 15%. Clarity and organization of the document receive a 10% weightage, and the overall presentation and quality of writing contribute the final 10%. In addition to the content, adherence to the specified formatting guidelines is crucial for a comprehensive evaluation.
Originality and Plagiarism
Participants should be reminded that all submissions must be original works. In the event of plagiarism or the discovery that the work belongs to someone else, immediate withdrawal from participation will occur. The jury will thoroughly examine each submission to ensure the integrity of the hackathon and uphold the standards of originality.
Guidelines regarding Structure of Policy
The draft policy submitted must contain the following:
- Policy Title: A short and simple title apt with the body of the submission.
- An Abstract: A summary of the Policy.
- Statement of Problem: A concise statement of the problem dealt with in the policy.
- Definitions: Defining uncommon or complex terms used in the policy.
- Policy Statement: A detailed policy statement which may answer the following questions:
- Who is the primary audience required to follow the policy?
- What are the major conditions and restrictions?
- What are the details on the Applicability and Inapplicability of the policy?
- What are the special situations or exclusions, if any, where the policy shall not apply?
- Implementation Procedure: Reference to detailed procedures that are recommended in order to carry out the intent of the policy. It is advised to list the procedures in the order in which they are to be carried out. If there is no particular order, procedures should be listed alphabetically.
- Cost-benefit Analysis: An indication of the costs involved and the benefits aimed through the policy.
- Concluding Remarks: A brief concluding observation outlining the future roadmap.
Formatting Guidelines
- The language of the submission should be in English.
- Font of the submission must be Times New Roman with size 14 for the main body (size 12 in case of footnotes).
- Line Spacing should be 1.5 for the main body (1 for footnotes).
- Citation format should be uniform throughout the Policy Submission.
- The word limit of Policy Submission should be between 2000-3000 words, exclusive of footnotes.
- The file must be submitted in .doc/.docx, file.

Other Guidelines
- The organizers reserve all rights over the submissions received.
- The decision of organizers is final and binding.
- The organizers reserve the right to amend any condition or rules in the competition.
- Non-adherence of any of the guidelines may lead to disqualification of the participants.

- All the participants who will make through the finals will be awarded with certificates of appreciation
- Subject to quality requirements, the best and the second-best policy paper will get a chance to be published under NLUJAA publication.
- On the day of declaration of results, a webinar will be organised which will include government officials and several eminent personalities who will share their experiences and provide their valuable advice to the participants.
