About the Organisation
The Council of Europe’s Congress of Local and Regional Authorities is seeking a Programme Manager (seconded official) to join its National Associations and Civil Society Relations Unit. The team plays a key role in fostering cooperation with national associations of local/regional authorities, enhancing citizen participation in local governance, and coordinating initiatives such as the European Local Democracy Action and the Congress’s engagement in the World Forum for Democracy.
Eligibility
-
Support of the member State seconding you to the Council of Europe.

Master’s degree (or equivalent) in Law, International Relations, or Political Science.

Minimum 5 years of professional experience in local/regional self-government, participatory democracy, institutional relations, or related fields.

Proven experience in building partnerships and cooperation.

Strong command of English or French, with good knowledge of the other.

Citizenship of a Council of Europe member State.
Roles and Responsibilities

Maintain relations with national associations of local and regional authorities.

Organise events fostering citizen participation in local decision-making.

Coordinate the European Local Democracy Action and related initiatives.

Represent the Congress in global platforms such as the World Forum for Democracy.
