About the Call
Data & Policy, the open-access, peer-reviewed journal published by Cambridge University Press, invites submissions for a special collection titled “Emerging Data and Policy Challenges to Digital Rights.”
As digital technologies evolve rapidly—particularly with the rise of large language models, predictive analytics, and data-intensive systems—questions surrounding the accessibility, effectiveness, and enforceability of digital rights have become increasingly urgent. The scale of data collection used to train modern algorithms may generate transparency deficits, complicate regulatory oversight, and intensify risks such as digital redlining and algorithmic discrimination.
This special collection aims to deepen scholarly understanding of how data governance, policy frameworks, and emerging technologies intersect with digital rights.
Scope of Submissions
Submissions may address, inter alia:

Data protection rights, including the right of access, rectification, and erasure

Information rights, such as freedom of information and transparency obligations

Digital rights as human or human–machine rights

Implications of generative AI and predictive analytics for digital equality

Governance challenges posed by large-scale data collection and algorithmic systems
