 About the Kautilya Fellows Programme

The India Foundation (IF) invites applications for the 4th Kautilya Fellows Programme—a prestigious year-long fellowship for 40 scholars and professionals under 40 from around the world to explore India’s foreign and public policy.


 Fellowship Structure

6-day on-site study programme: May 5-11, 2025, in New Delhi
3 virtual sessions throughout the year
1 writing submission (5000-word issue brief) before the fellowship ends


 Fellowship Requirements

Full participation in the 6-day on-site study program and 3 virtual sessions
Submission of a 5000-word issue brief based on programme discussions


 What the Fellowship Offers

Expert-led sessions by policymakers, thought leaders, and practitioners
Fully funded tuition, travel allowance, visa support, accommodation & meals for the on-site program
Publication opportunity in an edited volume by India Foundation
Mentorship & networking with India’s leadership and policy experts


 Who Can Apply?

Scholars & professionals under 40 years of age from any field
Strong interest in India’s foreign & public policy
Willingness to fully participate in all program components
Proficiency in English


 Application Procedure

Step 1: Online Application (Deadline – February 15, 2025, 11:59 PM IST)

  • Answer 4 thematic questions (up to 2000 characters each)
  • Submit a personal statement (up to 12,000 characters)
  • Upload CV (max. 2 pages) including publications (if any)
  • Provide 2 letters of recommendation

Step 2: Virtual Interview (February 2025)
Final selection results by end of February 2025


 Selection Criteria

India Foundation aims for a diverse and balanced global cohort. Strong candidates will have:
Expertise or deep interest in public policy, foreign policy, or related fields
Knowledge of India’s policy landscape
Published works in journals, books, newspapers, or magazines
A Master’s degree or higher in a relevant field
