About School of Law
SCHOOL OF LAW OF RAFFLES UNIVERSITY IS A RARE RESOURCE FOR AFFORDABLE LEGAL EDUCATION, IN AN ENERGETIC “GURUKUL” ENVIRONMENT.
School of Law conventionally runs Law Clinics that provide legal services to those who cannot, otherwise, access these services. With the help of the District Legal Services Authority, under the banner of Rajasthan State Legal Services Authority, the school has been continuously running legal clinic movements and has, had a large impact on access to legal services, to the local community. The school, in collaboration with Surana & Surana International Attorneys and with Rajasthan Education Trust Jaipur, every year organises Surana & Surana National Labour Law Moot Court Competition and C.L. Agrawal Memorial National Moot Court Competition respectively.
If one looks at Raffles Law School, alumni career choices, one finds that it has produced good legal academics as our alumni are with big corporate firms and some are practicing in the Supreme Court and State High Courts and even others are engaged in the teaching profession.
About the Competition
The University is privileged to announce the organization of the 10th Edition of our flagship event, C.L. AGRAWAL MEMORIAL NATIONAL MOOT COURT COMPETITION,
- 2026. This competition is being organized in collaboration with ‘ Rajasthan Education Trust’, a public charitable trust based out of Jaipur. The trust is chaired by Hon’ble Justice S. C. Agrawal, Former Justice, Supreme Court of India. Being inspired by the works of Late Shri. C.L. Agrawal and his contribution to the field of Law, Education and Philanthropy, Hon’ble Justice S. Dave who had the privilege of close association with the Late Shri C.L. Agrawal, became mentor and source of assertive and effective motivation and guidance to the organizers (School of Law, Raffles University) in conducting this prestigious Moot Court Competition.
The fraternity of School of Law, Raffles University, is also fortunate to have Hon’ble Dr. Justice Meena V. Gomber, former Judge, Rajasthan High Court, as our Chief Patron and Chairperson of the Gomber Education Foundation. The Competition is aimed at providing exposure to the students reading law at various law colleges to the environment of actual Court- Room system in India and to hone their advocacy skills. The Competition will also provide them with an opportunity and a real-life experience cum training in doing cutting edge research, presenting exceptional arguments and contributing to the development of jurisprudence in concerned areas of law.

INVITATION
School of Law, Raffles University with its organizing partner Rajasthan Education Trust, Jaipur is proud to announce the 10th C.L. Agrawal Memorial National Moot Court Competition 2026. It is an initiative taken forward by the organizers to create awareness in the field primarily of Criminal Law, Administrative Law, Constitutional Law, Service Law, Competition Law etc. This year’s case has been drafted to test the knowledge, research aptitude, and application of the law by the participants in the field of Criminal & Constitutional Law.
The event will provide a unique opportunity for our participants to become a part of a powerful venture started by two of the experienced moot court competition organizers, i.e., School of Law, Raffles University, and Rajasthan Education Trust, Jaipur. The former takes pride in associating itself with another successful national- level moot court competition while the latter is a familiar name for hosting, administering, and funding numerous moot court competitions nationally and internationally. Together, we aim at promoting academic excellence and research in the field of Criminal Law. The event will take place offline. To ensure the comfort of the participating teams, an orientation program has been scheduled on the 13th of March, 2026 which will include orientation of teams, followed by a draw of lots and exchange of memorials. 10th C. L. AGRAWAL MEMORIAL NATIONAL MOOT COURT COMPETITION, 2026

Ishan Kairo & Ors.
- The present case arises out of an unprecedented incident involving immersive online gaming and real-world harm. In the year 2025, Virex Dynamics Pvt. Ltd., a technology- driven gaming company incorporated under the laws of the Republic of Norland, launched an online gaming platform titled “ShadowQuest” for users across several jurisdictions, including the Republic of Indiana. The platform combined artificial intelligence, virtual reality, and adaptive simulation technologies and was marketed as a skill-based gaming experience offering structured challenges and performance-linked rewards.
- ShadowQuest functioned through a premium gaming package consisting of a handheld gaming console integrated with AI-enabled smart glasses. The smart glasses projected a layered virtual environment over the player’s physical surroundings, creating a simulated world perceptible only to the user. Within this environment, players received missions, objectives, and real-time performance cues. The limits of interaction between the virtual environment and the physical world were not expressly explained to users.
- Subscribers to the premium version participated in a reward-based progression system under which players were required to complete increasingly complex missions described as simulation challenges. Successful completion resulted in virtual credits convertible into real money and transferable to a linked digital wallet. Certain advanced missions indicated rewards of up to ₹1 crore, subject to in-game evaluation parameters.
- Access to the platform was enabled through online registration using digital payment methods and user credentials supported by automated age-verification tools. During internal reviews, the company noted instances where users had entered inaccurate or borrowed identity information at the time of registration. No immediate changes were made to the platform’s access architecture following such observations.
- Ishan Kairo, a student residing in the city of Krihsna Nagar, completed eighteen years of age on the same day as the impugned incident. He had registered on the ShadowQuest platform using borrowed identity credentials and subscribed to the premium gaming package. Over time, he completed several challenges involving location-based objectives and simulated combat scenarios, receiving monetary credits upon His consistent progression reinforced the belief that all assigned tasks were part of a controlled gaming simulation.
- In June 2025, Ishan was assigned an advanced mission titled “Final Ascendancy” through the smart-glasses The mission displayed images, movement patterns, and location details of an entity described as a “high-value target.” The projected environment closely resembled real-world locations familiar to the player. The platform did not clarify whether the target information related to a real individual or a virtual construct.
- The mission interface stated that successful completion could result in a reward of up to ₹1 crore, credited to the player’s digital The reward was described as a special achievement bonus generated through the platform’s algorithmic system. System records later revealed that certain mission parameters were autonomously modified by the AI system, while others were influenced by pre-set human-coded thresholds. No manual review or real-time intervention occurred during the mission.
- The mission details corresponded to a real individual, Mr. Devran Solvik, a businessman residing in Krishna Nagar. Acting under the belief that he was executing a game objective; Ishan attempted to complete the During the course of events, Mr. Solvik sustained fatal injuries and subsequently died.
- Following the incident, law-enforcement authorities commenced an investigation and examined the functioning of the ShadowQuest platform, including its data It was found that the platform utilised user behaviour patterns, location information, and transaction histories for mission generation and reward optimisation, with certain data- processing functions managed through servers located outside Indiana. At the relevant time, the company was operating in Indiana under provisional authorisation under the applicable regulatory framework governing online gaming.
- Upon committal, the Court of Sessions held that the death of Devran Solvik resulted from a cumulative chain of circumstances involving the design of the gaming platform, the assignment of the impugned mission, the communication of high-value rewards, and the absence of effective legal safeguards, therefore banned the gaming platform ShadowQuest. The Sessions Court convicted Ishan Kairo for the offence of murder and directed payment of compensation to the legal representatives of the deceased, while observing that the role of Virex Dynamics Pvt. Ltd. and its senior management disclosed elements of constructive and vicarious liability.
- Aggrieved by the judgment of the Court of Sessions, appeals and writ petitions were preferred before the High Court of Bundel Pradesh. The High Court set aside the judgment on the basis of constitutional protection besides, holding that the findings on criminal liability and compensation were unsustainable in law and involved errors in appreciation of the technological context and proportionality.
- Aggrieved by the decision of the High Court of Bundel Pradesh, the State of Bundel Pradesh and the legal representatives of the deceased have preferred the present appeals before the Supreme Court of Indiana.
The following issues shall be considered before the Supreme Court in the present matter:
- Whether, in light of the AI-generated gaming mission and the belief of the accused that he was acting within a simulated environment, the conviction of Ishan Kairo for the offence of murder was legally sustainable.
- Whether the communication of a reward of up to ₹1 crore for completion of the impugned mission amounted to inducement or abetment of the alleged offence.
- Whether criminal or vicarious liability can be fastened upon a foreign online gaming company and its senior management for acts arising from autonomous or semi- autonomous artificial intelligence systems.
- Whether the collection, processing, and cross-border use of user data for mission generation and reward optimisation complied with the applicable constitutional and legal framework governing data protection and digital platforms, and the consequences of any non-compliance.
- Whether the High Court was justified in setting aside the conviction including the ban on the aforesaid platform and compensation awarded by the Court of Sessions.

- Issues and sub-issues can be added and modified provided they do not alter the fundamental premise.
- For the purposes of this proposition, the appeal before the Supreme Court is considered to be filed in February 2026.

RULES AND REGULATIONS
I. AIM & PURPOSE
C.L. Agrawal Memorial National Moot Court Competition has been conceived with the aim of creating opportunities for learning the development of jurisprudence on emerging trends in law besides developing cutting edge skills in research, writing and advocacy.
II. VENUE AND DATE
10th C.L. AGRAWAL MEMORIAL NATIONAL MOOT COURT COMPETITION,
2026, shall be held at School of Law, Raffles University, Neemrana, Rajasthan from 13th to 15th March, 2026.
III. THE COMPETITION SHALL BE HELD IN ENGLISH LANGUAGE.
- ELIGIBILITY & TEAM COMPOSITION
- Each team shall comprise of three (3) members out of which two (2) will be speakers and one (1) researcher. An observer is allowed to be brought to the competition with a condition that he/ she shall not intervene in any proceedings.
- The competition is open for bonafide students pursuing 5 Years and 3 Years Law programs in India.
(iii) Each team shall be provided with the TEAM CODE. Team should not disclose the identity of their institution in course of proceedings in the court rooms; such disclosure shall invite penalties including disqualification.
V. REGISTRATION
- The teams are requested to send an e-copy of the Registration Form to mcc@rafflesuniversity.edu.in on or before 25-02-2026.
- A registration fee (Non- Refundable) of 4500 /- (Rupees Four Thousand and Five Hundred Only) is to be paid by way of Online Money Transfer / UPI / Paytm / Google in favour of Raffles University. The charges for observer will be Rs. 800/- (Eight Hundred only) per day.

- No change in the names of the participants shall be permitted after the receipt of the Registration Form, except at the sole discretion of the Organizers.

The inauguration function will commence sharp at 04:00 PM on 13/03/2026 followed by draw of lots.
VI. DRESS CODE: Inside the court room, the participants must strictly follow the below-mentioned dress code.
- Females: White Salwar kurta & Dupatta or white shirt and black Trousers along with black coat and tie.
- Males: White shirt, black trousers, black tie along with black coat and black
VII. COMPETITION ROUNDS: There shall be Two Preliminary Rounds, Octa-Finals,
Quarter-Finals, Semifinals, and a Final Round spreading over a period of 3 Days.
Preliminary Rounds
- In preliminary rounds each team shall argue from both the sides (Prosecution and Defense).
- The team shall be credited with a WIN in a preliminary round if their round total is more than opposing team.
(iii) The marks of the EACH preliminary round shall be the cumulative of the marks of both the speakers and the marks of the memorial of the side in which they are appearing.
(iv) The total marks of the preliminary rounds shall be the sum total of the marks of both the prelim rounds.
(v) No team shall face each other more than once in the Preliminary Rounds.
(vi) TOP SIXTEEN (16) teams shall move to the Octa-Finals on the basis of the marks of the preliminary rounds.
(vii) The following criteria shall be observed in deciding teams which are to move forward to Octa-Finals: –
- The teams that have TWO wins in preliminary rounds shall proceed to the Octa-
- In case less than 16 teams score two wins then teams that have 1:1 WIN LOSS ratio shall advance based on their aggregate score in the Preliminary Rounds.
- Teams that have TWO wins shall be given preference over those which have 1 WIN and 1 LOSS.
(viii) In case of a tie between two or more teams, the aggregate of the score of oral submissions of the speakers shall be taken into consideration.
Octa-finals
- Happening of Octa-Finals is subject to change in case participating teams’ number is less than 30.
- It shall be a knock- out round and the winner of each round shall move forward to the quarter finals.
- The criteria of marking in this round are aggregate of the marks of both the speakers in that round.
- In case of tie between teams, in Octa-Finals, the aggregate marks of memorial of the side in which the teams are appearing shall be The Team with highest marks moves ahead.
Quarter-Finals
- Eight (8) teams shall compete in quarter final. Criteria for qualifying to quarter finals have been mentioned in previous clauses.
- It shall be a knock-out The winner of each round shall move to the semi- final. Four (4) teams shall move to semi-finals.
- The criteria of marking in this round are aggregate of the marks of both the speakers in that round.
- In case of tie between teams, in Quarter Finals, the aggregate of the marks of memorials of the side in which the teams are appearing shall be The team with highest marks moves ahead.
Semi-Finals / Final
- Four (4) teams shall compete in semifinals. The criteria of qualifying in semifinals have been mentioned in pervious clauses.
- It shall be a knock-out The winner of each round shall move to the final.
- The criteria of marking in this round are aggregate of the marks of both the speakers in that round.
- In case of tie between team, in semifinals, the aggregate of the marks of memorials of the side in which the teams are appearing shall be counted. Team with highest marks moves ahead.
- There shall be one (1) FINAL

VIII. MEMORIAL
- All teams must submit Memorials/ Written Submissions for both sides (Plaintiff- Defendant).
- Memorials must contain the following:

- List of Abbreviations
- Statement of Jurisdiction
- Synopsis of Facts
- Issues Raised
- Summary of Arguments
- Arguments / Pleadings
- Conclusion /
- The arguments shall not exceed Twenty (20) pages and the Memorial shall not exceed Forty (40) pages.
- The Memorial shall be typed on A4 size page in Font type: Times New Roman, Font size: 12, 5 – line spacing & 1-inch margin on each side. For citation Blue Book 20th edition must be followed.
- The Cover Page of the Memorial must follow the following color scheme, Blue for the Plaintiff Cover Page and Red for the Defendant Cover Page.
- The Memorial must be “Spiral Binding” No services regarding spiral binding will be provided by the university.
- If any team needs to get photocopies done in the university, it would be

- A penalty of two (2) marks for each side of memorial shall be entailed on each day default in submissions of memorials
X. ORAL SUBMISSIONS
- Each team shall comprise of two (2) speakers, as has been specified
- Each team will have a maximum of Thirty (30) minutes to present their Oral Submissions in Preliminary Rounds. No speaker will be permitted to address the Court for more than Seventeen (17) minutes. This includes the time the speaker addresses the Court during the rebuttal. The maximum time for rebuttal is Two (2) minutes.
- Passing of chits will only be allowed during Preliminary rounds. The maximum time allotted in Octa and Quarter Finals is Forty (40) minutes for oral submission and no speaker will be permitted to address the Court for more than Twenty- Two (22) minutes inclusive of Two (2) minutes for rebuttal.
- The semifinal rounds will be of Forty- five (45) minutes and the final round will be of fifty (50) minutes for each team. No speaker shall be allowed to address the court for more than Twenty-Five (25) minutes and Twenty- Eight (28) respectively.
- At the commencement of each session of Oral Submissions each team shall notify the Court Officer as to the division of time between the 2 speakers.
- If any speaker continues to speak after the completion of his / her time, he/she shall entail penalty which shall be upon the discretion of the judges.
- Speakers shall not be allowed to pass annexure to the judges; instead, the teams may make a Compendium of annexure that shall be given to the judges before the start of proceedings.
- During the course of the Oral Submissions, no speaker shall reveal his / her identity nor the identity of their University / College by any means whatsoever.
XI. MARKING CRITERIA FOR THE ARGUMENTS
- Each Speaker will be marked on a total of 100 marks by each Bench

XII. ACCOMMODATION AND TRANSPORTAION
- Accommodation will be arranged at the campus of Raffles University only during the period of competition i.e., 13th March 2026 till 16th March 2026 (08:00 AM IST)
- To facilitate convenient travel, shuttle services will be provided to transport participants between their designated accommodation and the college campus. The specific schedule and pick-up/drop-off locations for the shuttle services will be communicated to registered participants closer to the competition date.
